Go Madhusudana fires fresh salvo at Prof KS Rangappa; seeks answers to 26 questions

Mysuru, July 03:- Former MLC and Bharatiya Janata Party (BJP) leader Go Madhusudana on Tuesday challenged former vice-chancellor of University of Mysore and Karnataka State Open University (KSOU) Prof K S Rangappa by asking him 26 questions.

Mysuru District Journalists’ association (MDJA) earlier had announced that an open debate will be held between Go Madhusudana and Prof Rangappa over the alleged irregularities that took place during his (Prof Rangappa’s) tenure as vice-chancellor in UoM and KSOU. However, on Monday, MDJA cancelled the open debate stating that it would lead to contempt of court as there is a pending case in the court with regard to the above subject.

Meanwhile, Madhusudana addressing a press meet at MDJA premises on Tuesday, released various documents and challenged Prof Rangappa to reply to 26 questions asked by him with relevant documents. Of the total 26 questions 22 questions were pertaining to KSOU while other 4 other questions were related to UoM. Madhusudana who released the questions, sent a copy of the questions to Prof Rangappa to come prepared with answers and relevant documents.

Major questions posed by Madhusudana to Prof KSR

Madhusudana has challenged Prof Rangappa to reply to 26 key questions. He has asked, “During your term as VC, KSOU has signed Memorandum of Understanding (MoU) all over the country and abroad with private firms, trusts and institutions under the guise Academic Collaborative Institutions (ACIs) on a large scale. The very appointment of these ACIs is contrary to the provision of KSOU Act 1992 and statutes. In the Act, KSOU is empowered to establish its own regional centres and study centres and admitting a private partner in the guise of ACI is totally illegal. Please provide a copy if the relevant sections of the Act and do you accept that any statute contrary to the Act is illegal and un-tenable?

“As per Justice K Bakthavatsala Commision report, out of the total 250 MoUs entered by KSOU, 187 have been executed during your term as VC of KSOU. It is astonishing that, 130 out of total 187 MoUs during your term were entered into before 07/1/2012 on which date the Governor has assented the KSOU (Academic Collaboration) Statute 2011. With what authority you have entered into 130 MoUs much before the approval of the statute? Do you accept it as illegal,” he questioned.

In one of the questions posed by Madhusudana to Prof Rangappa, he has said, “Do you accept that you are the father to the new illegal invention of Gate and Bridge courses for the first time in the state extended to the whole country? Did you seek the permission/approval of SSLC, PU Education Board or CBSE or any other competent and relevant authority prior to the commencement of these courses?”

UoM alleged irregularities

In questions challenged by Madhusudana pertaining to UoM, he has asked Prof Rangappa, “Do you owe the responsibility of starting 129 outreach centres all over India, by UoM imparting science, commerce and managerial courses in the same style and fashion of KSOU for which you have not sought the recognition of UGC/AICTE. If you have availed the recognition for outreach courses, please furnish the copy. A letter dated 04/12/2015 states that the online and outreach programmes started by UoM are without the approval of UGC? Do you accept that it is illegal and why you did not refund the money to the 15,000 students admitted through 129 online and outreach centres.” –(KK)
