It is unfortunate to know that governments are unable to spend money for the welfare of construction workers despite collecting cess to the tune of Rs 22,700 crore from the public, which is lying unused in banks in various states. It is very sad to hear from the Additional Solicitor General that ‘nothing has been done’ in this regard. The gravity of the issue can be understood with the statement of Chief Justice of India that ‘crores of rupees meant for the welfare of construction workers are lying in banks, while their children play in the sand outside the building sites with no hope for their future’. One can understand if money is not there, but having thousand of crores collected for the purpose and not spending is really a pity. Authorities should start implementing welfare measures for the workers.
